The Secretary of State for Foreign Affairs stated that anytime Indian nationals have been confronted with challenges throughout the course of the previous ten years, it has not been just the responsibility of the Ministry of External Affairs to address the issue; rather, the “whole of government” approach has been taken to secure their safety.
Vinay Kwatra, the Secretary of Foreign Affairs, stated that Prime Minister Narendra Modi has always taken the initiative and communicated with the leaders of other nations in order to secure the safety of Indian nationals who are traveling outside of India.
In response to inquiries regarding the release of eight Indian Navy veterans who were on death row in Qatar, Mr. Kwatra stated that anytime the Indian community had encountered difficulties, the Prime Minister, his leadership, and his personal actions made certain that they were returned back to India.
This is direct evidence of the sensitive approach the Prime Minister adopts to address the problems faced by the Indian community,” Mr. Kwatra said at a briefing on the Prime Minister’s visit to the United Arab Emirates (UAE).

If you take a look over the past ten years, you will notice that “Indian nationals, wherever they are, should be extended all possible and appropriate help… these are the directives of the Prime Minister,” Mr. Kwatra stated.
“He (the Prime Minister) has taken the initiative to speak to leaders of other countries, and he has ensured that Indian nationals, wherever they may be, remain safe and are brought back to India if it is necessary,” the foreign secretary added.
